Added a fully functional Tic-Tac-Toe game to the web app.

• Player vs Player mode
• Player vs Computer mode
• Restart game functionality
• Winner and draw detection
• Improved modern UI styling
• Active game mode button highlighting

• Added Tic-Tac-Toe game HTML in projects.js
• Added Tic-Tac-Toe game logic and AI moves
• Added custom styling in styles.css
