auto-label gssoc when included

hey here is the pr for adding the gssoc 2026 checkbox and the automated labeler workflow
it updates all the issue and pr templates to ask contributors if they are participating in the program
it also sets up a github script action that listens for new or edited issues and prs and automatically applies the gssoc26 label if they checked the box
