Patch release.

• Drive hot-plug auto-refresh: StartPE now converts WM_DEVICECHANGE volume broadcasts into shell change notifications (SHChangeNotify drive-add/remove). On PE builds Explorer never builds its desktop, so nobody performed this conversion and drive letters went stale when plugging/unplugging drives. Fixed.

Assets are the same set the PEBakery script downloads (startpe.exe, startpe_loader.dll, syslaunch.exe, and the GTK helpers).
