CRAN portability hotfix following the automated incoming pretest of 0.11.0.

  • capability-aware Arrow compression fallback when zstd is unavailable
  • default fallback order: zstdsnappyuncompressed
  • explicit unavailable compression requests still fail clearly

Scientific governance
