Based on the FORTRAN code by Schwierz et al. 2004, entirely rewritten in Python 3.7 using xarray and scipy packages.
Used to track atmospheric blocking in Steinfeld et al. 2020 (https://doi.org/10.5194/wcd-2020-5).
