Warn during build if overflow-checks are off in Cargo.toml #2281

What problem does your feature solve?
It's sometimes easy to miss seeing the recommended profile settings in Cargo.toml. When that doesn't happen overflow-checks are disabled in release builds.
What would you like to see?
The suggestion from @dmkozh here to have cli warn if overflow-checks are off.
What alternatives are there?
Do nothing.
