Updates the Testnet reset schedule documentation to reflect the cancellation of the March 18, 2026 reset and a possible move toward a less frequent (bi-annual) cadence.
Changes:
- Updates the stated Testnet reset cadence from “once per quarter” to “2–4 times per year”.
- Removes March 18, 2026 and September 16, 2026 from the list of scheduled 2026 Testnet reset dates.

The dates are updated to reflect the current intention of changing the testnet reset schedule. The March 18 reset has been cancelled, and we might move to a bi-annual reset.
