Included changes

Adds a one-time ELICITATION_REQUIRED stop before the first creation of any missing canonical Markdown specification file; the response identifies the elicitation skill, and the exact request can be retried without filesystem or graph mutation.
Applies Windows read-selector stripping consistently across every read-only access-gate path and names the rejected target in the fail-closed result.
Adds real running-MCP BDD coverage for restart, retry, write-lock contention, feature-file exemption, noncanonical paths, refusal replay, and no-side-effect guarantees.
Makes release archive smoke portable on Windows drive paths and registers the v1.2.0 manager tool-count contract in release verification.
