New PostgresMapReader!

Cleaned up the reader args, now must pass in a db connection object. Context manager will handle opening/closing of cursor instead of connection itself.

Update: re-created tag to include fix for recursion bug when checking for empty geom in stl_osm_map primitives

PostgresMapReader now accepts an external connection object during instantiation.

db imports fixed

Users of the PostgresMapReader class will now have to pass in their own connect_db() method during instantiation. This is necessary to avoid having stl_general be a dependency of this openlr-dereferencer package.

emergency release for CEM compatibility

deletes stl_general as install requirement from setup.py, needs real fix in a v1.3 release for imports at beginning of stl_osm_map/__init__.py

Updates for geotab conflation

Only two major changes here:

1. addition of an optional parameter for filtering candidate basemap segs based on osm_id as a string for evaluation in postgres
2. updated install requirements

Other minor improvements:

• cleaned up openlr config params
