Initial Release

Initial commit: IP skill suite starter scaffold

Reference implementation of the four-part skill suite architecture:
router, process skills, domain skills, and a shared verification spine.
Ships templates and one fully worked skill (the accuracy gate); the
domain library, populated rubric, exemplars, and dated authorities are
deliberately omitted.
