WeCom CLI Batch Demo v0.1.0

Credential-free local demonstration built around the official WeCom CLI command structure. Includes idempotent batch planning, bounded retry, JSON logs, a destructive-method guard, and 4 passing automated tests. This release made zero calls to a real WeCom environment. Paid test-environment implementation is available from Chris via the contact address in the README.
