Quota-safety and observability alpha.

  • Codex model automatic retries now default to 0; users may explicitly select 0-2.
  • A transient failure can no longer silently replay the full subscription-backed request twice by default.
  • Image generation/editing remains zero-retry.
  • Added bilingual settings guidance and a detailed usage/quota optimization report.
  • Verified in an isolated DSH profile with the live retry policy reporting maxRetries=0.
