Don’t publish a phantom minor release

This new 1.4.0 section is based directly on the prior 1.3.0 release commit (5aaeff5); I checked git log --oneline 5aaeff5..7e7f9df, and there are no product changes between them besides this release commit. The section then repeats the previous release’s feature list, so tagging/merging this would advertise a false minor release and advance the release-please manifest past the actual unreleased work. Regenerate or drop this release so only commits after v1.3.0 are included.
