Trigger Rust version bump action every Thursday - #98

The cron job syntax does not allow specifying every sixth Thursday. So the shared action is run every Thursday but it only creates a PR if the stable version published by the Rust organization is higher than the version in rust-toolchain.toml. Signed-off-by: mulhern <amulhern@redhat.com>
