Proposal: Add Portuguese (PT-BR) README translation

Summary

I would like to propose adding a Portuguese (PT-BR) translation of the main README/documentation.

Streamlit has a large and growing community in Brazil and other Portuguese-speaking countries, and having onboarding documentation available in Portuguese could help improve accessibility for new users and students getting started with the framework.

Proposed contribution

I would be happy to contribute by:

• Translating the main README into PT-BR
• Maintaining consistency with the English version
• Following the repository documentation standards

Additional question

Are there any existing plans or preferred approaches for multilingual documentation or website internationalization (i18n)?

If there is interest, I would also be willing to help with future PT-BR translation efforts.
