[BUG] Suddenly, Failed loading SDL3 library + error 0xc0000142

Describe the bug
Surface Pro 11 Snapdragon Elite X. Chiaki-ng 1.9.9 ARM64 used to work fine. All of a sudden it refuses to start with error Failed loading SDL3 library + clicking ok shows error 0xc0000142. Tried to clean reinstall 1.10 but same issue.

Desktop (please complete the following information):

• OS: Windows 11 ARM
• Version 25H2
• Device Surface Pro 11 ARM (Snapdragon Elite X)
• chiaki-ng Version 1.9.9 and 1.10

This one works! But there's another issue: Pc goes on standby path (screen off, then pc suspend) while streaming Chiaki-ng

I've pulled recent builds, and it seems to be broken on Intel now

1.9.9 is the last available version to work on Intel x86_64
