Files the Charter §7.4 release-evidence record for v1.4.0 against the real published artifacts: authoritative SHA-256 digests from the Sigstore-signed checksums, container image digest sha256:780be503…, Cosign "Verified OK" + SLSA provenance results, smoke tests (Total: 150 checks and the vuln command on the shipped binary + anonymous container pull), and size-budget compliance (binary 40.1 MB, archives ≤13.8 MB).

Also adds user-facing release notes for v1.4.0 and backfills the v1.3.0 section.

Tag v1.4.0 → commit 2ab96c6; release workflow run 28795614287 (success).

Add user-facing release-note sections for v1.4.0 (image vulnerability scanning)
and v1.3.0 (40 new checks, 110 → 150) — the v1.3.0 section was missing; doc-gate
had passed only on the frontmatter version string. Bump frontmatter to 1.4.0.
