First alpha packaging of Pop'n Tanks! Recompiled — setup-host build.

Does not include a disc image, retail BIOS dump, save data, or copyrighted
disc/cover assets. Bundles the MIT-licensed OpenBIOS. On first launch, the
Generate & rebuild wizard compiles the game locally from your own legally
owned Pop'n Tanks! disc (downloads a portable cmake/clang toolchain, or
uses one already on PATH).

Known issue: sustained audio ring underruns under heavy SIO/controller
input load, traced to a kernel-image-bless verification gap around two
runtime-installed BIOS dispatch stubs. Diagnosed in full; a fix attempt is
parked (disabled) pending further isolation — see bios/OpenBIOS.toml in the
psxrecomp submodule for the current state.
