Pin the macOS deployment target so release builds run on macOS 13+

CI builds on a macOS 26 runner and cgo's clang defaulted the deployment
target to 26.0, so the released app refused to launch on older systems.
Set MACOSX_DEPLOYMENT_TARGET/-mmacosx-version-min to 13.0 (Go's own floor),
match LSMinimumSystemVersion, and fail the build if the binary's minimum
OS ever differs.
