EngLoopKit v1.15.1

Patch release aligning the installed picker with the v1.15 refactor-agent contract.

  • /speckit.engloop.04-refactor now visibly states that it implements one accepted SPEC, REFACT plan, or repair slice under binding North Star and architecture guidance and does not re-plan.
  • /speckit.engloop.40-refactor-plan remains the collaborative planner: reads/cites the North Star and applicable architecture, classifies vertical vs component responsibilities, and creates ordered implementation slices without changing product code.
  • 26-command surface, .NET 10, SEK v0.1.3.
  • CI, readiness, packaging, disposable install, and overlay gates PASS.
  • Readiness: Core 98.47% line / 95.70% branch; Tool 97.56% line / 95.02% branch.
