Warning

Known upgrade blocker (IN008): do not upgrade from v1.16.0. The v1.17.0 release manifest omits the required ordered commands.ids field. The supported updater mutates managed installation state, fails final validation, and rolls back. This release has been reclassified as a prerelease so stable /latest discovery returns v1.16.0. Use v1.16.0 until a fixed successor is published.
Emergency incident-mitigation release adding complete, fail-closed PR review campaigns.

Review campaigns

  • Adds /speckit.engloop.11-codereview-campaign to retrieve complete paginated PR review state through an explicit tracked adapter, maintain immutable snapshots and a durable campaign queue, and require exact host-issued human selection, classification, and priority.
  • Renumbers author remediation to Stage 12 and provider publication to Stage 13. Source edits, commit/push, review publication, and provider mutation remain separate authorities.
  • Adds the generic engloop-review-response-v2 adapter protocol, campaign-bound receipts, deterministic write-ahead recovery, per-item provider claims, session/campaign locks, exact read-back, reconciliation, and no-blind-retry guarantees.
  • Exact surface: 29 commands, 29 agents, 29 prompts, and 32 review-first handoff edges.

Incident disclosure

Published under owner-authorized incident mitigation IN007/MIT003. Build, generated behavior, core/direct, overlay, changed-review workflow, isolated tool install, bundle, and deterministic source/archive/install gates passed. The whole-product readiness gate remains NOT READY because measured Tool branch coverage is 84.48%, below the configured 95% threshold. This release does not claim a readiness PASS. A postmortem and permanent release-time/coverage repair are required.
