Fixes #38 (Windows hook dispatch — thanks @tkmeownow), #39 (ruvector.db written into consumer projects), #41 (verify-interface false positives on quoted strings — thanks @sparkling), #42 (Codex host never wired — thanks @sparkling). Plus ADR-050: the issue automation can no longer silence its own escalation, spam a thread, or post failure-progress notes — one acknowledgment, then substance only. One product version — plugin + this knowledge bundle ship together.
