JP Bids MCP v0.9.0

Summary

• Adds Investor Radar: five Pro tools that map KKJ procurement notices to listed-company tickers, plus the ui://jp-bids/investor-radar.html MCP App.
• Prices use J-Quants API key passthrough only (never stored). Pair a market-data MCP in the same session to compare notices with daily bars. No buy/sell advice.
• Records SDK 1.29.0 gaps (Tasks / ttlMs / cacheScope / server/discover) as future work in ADR-0025.
