Fix Inno Setup verification error in CI/CD workflow

  • Suppress exit code error from iscc.exe /? command during verification
  • Add proper error handling for help command that returns non-zero exit code
  • Ensure Windows installer build continues despite expected help command behavior
  • Update CHANGELOG.md with v1.9.1 release information
