Added the google-assert.moustache style file, with documentation of assertions.

Multi-line assert statements are not supported as of yet.

Additionally, the default google-assert config uses Markdown to break down the documentation into sections, e.g.

def foo(a: int, b: int = 3)->int:
    ...

is documented as:

"""## _summary_

 ### Args:
    - `a (int)`: _description_
    - `b (int, optional)`: _description_. Defaults to 3.

### Returns:
    - `int`: _description_
"""

which makes the documentation much more readable in the vscode hover preview.
