• Retain supplied browser usage receipts in a bounded local journal after each attempt and cleanup. Missing meter values remain unknown; failed writes stop the run.
• Close browser adapters after failed runs and admission errors. Cleanup uncertainty stays explicit in retained receipts.
• Check citation files against their recorded observation hashes before freezing reports or uploading evidence. Changed or unreferenced files cannot silently add samples.
• Include retained inspection-attempt status and rolling website quota in the command response schema.
