Fixed: Circular dependency when building m4 from source
Previously, building m4 on a fresh system would fail because the build process required autoconf, which itself depends on m4 — creating an unresolvable circular dependency.
The autoreconf step is now conditional and only runs when the configure script is missing from the source directory. Since the m4 tarball includes a configure script, it is skipped during normal builds, allowing m4 to compile successfully with a simple ./configure && make && make install workflow.
