Tree/webview panel listing open blockers from CellularMemory / runtime fingerprints (read-only).

• Command: DNA: Show blockers
• Panel lists title + severity; click opens file path if present
• Refresh button
• Graceful empty / missing DB

• Fixture blockers.md / runtime rows appear in panel

Why small

Read-only panel; no repair from IDE yet.
