PGS seek landings with authored clears (#204)

PGS landing lines now publish when their own zero-object CLEAR is the only stored successor in the drain lead window.

The clear correctly trimmed the held candidate but carried no cues capable of ending reconstruction. Finalization now follows decoded gate state instead of raw packet presence, preserving the authored end while publishing the landing line. Forced cues and end-of-file landings use the same path.

Reported with a controlled clear-position matrix by cmcpherson274. This is the remaining common-authored-shape residual from #143.
