Move to Fileops namespace

• Moved from file to fileops namespace
• Detailed error files

Export and import Salesforce files

Contains the following 2 cli commands:

• file export: Export binary data for ContentVersion records in bulk
• file import: Import ContentVersion records, including VersionData, in bulk

Both commands use concurrent threads to improve speed of operation. The import command uses composite api to batch requests for additional speed gains
