Settling looked like it did nothing
If you settled a product and it stayed on the list, unchanged, nothing was broken — but the screen could not tell you that.
A listing that ends without selling reports its stock as still present, quite correctly: the item is unsold and still yours. Settling asked eBay, got that answer, and rightly left your stock alone. But the list is defined as "ended and still showing stock", which such a product goes on matching for ever — so it stayed there, and pressing the button again did the same correct thing again.
The screen now remembers which products it has already checked with eBay. Anything settled leaves the list, whether the answer was nothing left or keep what you have.
If a listing goes back up for sale, that is forgotten again, so the product can be reviewed afresh if the new listing ends badly.
It will not claim to have done something it did not
A product is only recorded as settled once the new quantity has been confirmed as saved. If something else on your site prevents the change, the product stays on the list and the log says what happened, rather than quietly disappearing with its stock still wrong.
The quantity is also confirmed before the in-stock status is touched. Previously the status was written first, so a quantity that failed to save still left the product marked out of stock — which is how this screen decides a product no longer needs looking at. It would have vanished from the one list that could have caught it.
