Release 0.0.3

• Added -v, --verbose to start: prints action paths, per-issue (number, title, labels), and per-label match/no-match details.
• Default config and history folder is now libe/labels (was libe). Put label-triggered action folders under libe/labels/ (e.g. libe/labels/libe-ImproveIssue/).
• Example actions moved from libe-examples/ to libe-examples/labels/. Use -c libe-examples to run the repo examples (app uses <configFolder>/labels/).
• Documentation (README, agents.md) updated for the new labels folder layout and for hints to use the libe folder (not libe-examples).
• Sample config (libe-sample.json) and docs now use configFolder: "libe" (base); actions under libe/labels/.
