- **Explanation**:
Backport PR #1916 to Swift 6.4.1. Per-test-case repetition now records
an iteration only when the recorded issue is a failure
(`Issue.isFailure`), so known and warning issues no longer trigger or
terminate repetition incorrectly.
- **Scope**:
Behavioral correctness fix only. No public API, ABI, event schema, or
command-line changes.
