Evacuation Orders

There are multiple ways to prompt evacuations - planned or unplanned - within the model. The following describes one.

Simple Evacuation by Region

This version requires the inclusion of one file and allows for several optional parameters to be set. The evacuationAreasFilename should refer to a shapefile which contains areas to evacuate. These geometries may be formatted in one of two ways:

  • Time column present: the geometries are given evacuation orders at the given timestep;
  • no Time column: all evacuation geometries are given evacuation orders at the time defined by forecastArrivalTime - forecastNoticePeriod.

Additionally, the compliance parameter may be set for the overall simulation. If so, in the simple evacuation case all evacuated zones will see the given percent compliance with evacuation orders. The default value is 100% compliance.

Planned Multi-Stage Evacuations by Region

This version requires the inclusion of two different files, specifically:

evacuationAreasFilename: The evacuation order area file

a shapefile of the different evacuation areas, with a column specifying the ID of the zones to evacuate (eg areaID). Multiple geometries can be part of the same evacuation area; they will be treated as such so long as they have the same ID value.

evacuationScenarioFilename: The scenario file

a tab-separated CSV defining the timing of the evacuation orders. This allows for finer-grained control of both evacuation and flooding in the target areas. In the example table below, each row identifies a particular evacuation order. They are implemented as follows:

At 1:00, a mandatory evacuation order was issued for all elderly residents of Zone 1. Note that there was no general evacuation and that flooding was not yet happening in the zone.

At 2:00, a mandatory evacuation order was issued for all residents in Zone 2. Elderly residents are included within the superset and don't need to be specified further. Flooding was not yet happening in that zone.

At 3:00, a mandatory evacuation order was issued for all elderly residents in Zone 3. Additionally, all residents in the area were allowed or encouraged to evacuate, with about 30% expected to actually evacuate in response. Flooding was not yet happening in that zone.

At 5:00, mandatory evacuation orders were issued to all residents in Zone 1. Flooding began within the zone, and road im/passability was updated accordingly.

The compliance parameter has no meaning or impact if the multi-stage option is set, as the compliance levels are set by the individual evacuation areas as part of the scenario.
