Deferred schema migration plans are resolved under the database advisory lock. Applied state is rechecked before planning, transaction classification uses the current SQL, and planning failures release the lock without changing migration state or history. The new deferred-operation executor contract preserves existing executor interfaces.

Validation: 65 PHPUnit tests / 444 assertions, coding standards and PHPStan; real MariaDB tests (6 tests / 77 assertions); independent review; all GitHub PR checks including real WordPress/database probes.
