Decision memory answers again on real repositories

Fixed

  • Decision records and governance load on real repositories. Classifying a repository's governance documents sends their contents to the decision sidecar in one message, and anything past about two megabytes was cut off mid-transfer and the connection dropped. The dashboard then reported the sidecar as not running, while it was in fact healthy and answering everything else. On one workspace the request was seventeen megabytes, so the view never had a chance to load. Transfers are now limited by going quiet rather than by total size, so a large request is read to the end.
  • GPU diagnostics name the library that is actually missing. When the CUDA provider fails to load, Windows reports exactly which dependency it could not find. That answer was being ignored in favour of our own guess, so a machine with cuDNN already installed was told to install cuDNN — when the real gap was a CUDA Toolkit library. The message now quotes the module the loader named and points at the package that ships it.
