USDT recovery

Includes the restore-order correction from #179: importing an older recovery record preserves a signed transfer that has already progressed locally. No public binding API changes.

Bindings were regenerated for iOS, Android and Python. iOS archive SHA-256: f7ef2ffb625498c651111cb0f5a177893c5abd91c89b077e11abf0ee289cd544. Android package: com.synonym:bitkit-core-android:0.8.0-rc11; the release workflow publishes it and the matching native debug symbols.

Validation: full binding generation, Swift typechecking, Android library checks, formatting and baseline-compared Clippy. The complete Rust run passed 652 tests with 27 ignored and 11 known Blocktank staging HTTP failures, reproduced on the unchanged baseline. Focused USDT regression tests passed.

This is a release candidate. It provides the native recovery correction; application integration and the separate Paykit/Pubky fixes are tracked in their own PRs.
