On-chain broadcast outcomes

  • Adds explicit fixed-amount and send-all APIs returning accepted, rejected or unknown outcomes with the attempted transaction ID.
  • Corrects Electrum response handling and verifies backend-returned transaction IDs. Esplora now accepts only the exact returned txid; missing, malformed, mismatched or unreadable replies remain unknown.
  • Rejects current-thread Tokio callers before preparing or persisting a transaction, using the existing pre-dispatch error.
  • Includes matching Swift, Kotlin and Python bindings.

This prerelease replaces rc67 for the broadcast-outcome integration. Backend acceptance is not confirmation or propagation. Rejection and unknown outcomes do not authorize a new payment; apps must retain their attempt guard. A lost result can leave an attempt blocked indefinitely. Legacy txid-only sends do not report backend acceptance.
