- Removed as silverstripe/cms is not required by all silverstripe modules. This will make it easier to use this library with other modules

Description
silverstripe/cmsas a requirement. This was done to make it easier to use this module with other silverstripe modules. Not all modules are reliant onsilverstripe/cms.silverstripe/cmsas a dev requirement so we can still pass the testsResolves
