Fixes screen-track replacement when a publisher transceiver is reused: SDP MSID track identifiers now follow the sender's current track. Inactive RTP senders also return an absent track safely instead of dereferencing null.

Includes focused regression tests for SDP rewriting and inactive sender access. All seven platform build jobs and release metadata validation passed in run 33968040405. The Rust submodule remains pinned to its published commit; the project runtime changes remain in the reproducible consolidated patch.
