Arch with Arch tools: error: 'failed to resolve path '/buildroot/etc/pacman.d/hooks' passed to '--hookdir': No such file or directory

This error occurs when building an Arch image using an Arch tools image. The tools tree builds OK, but the main image fails. It happens locally, but I can reproduce it in GitHub Actions (configuration and mkosi options can be seen there). The error is

error: 'failed to resolve path '/buildroot/etc/pacman.d/hooks' passed to '--hookdir': No such file or directory
‣ "pacman --root=/buildroot --logfile=/dev/null --dbpath=/var/lib/pacman --cachedir=/var/cache/pacman/mkosi --cachedir=/var/cache/pacman/pkg --hookdir=/buildroot/etc/pacman.d/hooks --arch x86_64 --color auto --noconfirm --sync --refresh" returned non-zero exit code 1.

I can see recent mkosi integration tests for Arch with Arch tools worked. What might I be missing?
