Timeout using time after && mutex

Previous version was cancelling ctx even if func didn't timeout.

Added generic validation lib

Experiment with approach to add generic validation lib - it should not compile if field type is not compatible with given rule
in example string can have minLength rule, but cannot have min rule.
Lib is flexible so you can add your own more complex validators
