Feature gauges bind directly to the available registry; Boot's metrics module is optional (RegistryMetricsConfiguration#tachyonMeterBinder). Both classpaths exercise operation timing and all three gauges (TachyonActuatorAutoConfigurationTest#metricsWorkWithoutBootMetricsModule).
