I had the same issue. I didn't add the device:write scope.
I updated the readme on #111 to include this info.

in the current granular permissions schema, you need at least: all:read, auth_keys, devices:core

Circling back with new information from #182 (comment) and #111 (comment): I believe only auth_keys is needed. all:read and devices:core are not necessary for connecting to your tailnet.
