iOS/iPadOS: Tailscale taking a long time compared to previous releases to populate the list of nodes

What is the issue?

When connected to a Tailnet on either iOS or iPadOS it can take anywhere from 4 to 30 seconds to populate the list of nodes.

Steps to reproduce

1. Install Tailscale 1.90.4
2. Connect to Tailnet
3. Wait for list of nodes to populate

Are there any recent changes that introduced the issue?
