BUG: MacOS Update 1.96.5 installs duplicate network extension

What is the issue?

Completely inop, trying to triage in macOS recovery mode because SIP will not let you reset. Killed all network access on my machine.

Steps to reproduce

Updated from 1.96.2 to 1.96.5

Are there any recent changes that introduced the issue?

I was able to resolve this issue.

1. Reboot to macOS Recovery
2. Disable SIP temporarily with crsutil disable
3. Reboot back into desktop environment.
4. Install Tailscale 1.96.5 via download installer
5. Reconfigure, then setup the permissions. Had to manually turn on VPN to get the wizard to advance.
6. Reboot back to Recovery to re-enable SIP with 'crsutil enable'

Ran into the same thing, and resolved it in the same way
