Add zellij 0.44 team session support

Summary

• add zellij >=0.44.2 team-session support with compact ctm-* sessions and persisted terminal_N pane ids
• restore persisted zellij pane handles for post-restart steer/capture/cancel and make team pane liveness pane-aware
• add TUI capital-A team attach affordance and refresh Phase 4 docs
