v3.2.1 - Fix plugin mode migration crash

Bug Fixes

• Fix migration crash when personal_access_tokens table does not exist during plugin mode
  installation
• Add Schema::hasTable guard to add_expires_at_to_personal_access_tokens migration so it safely
  skips when Sanctum's base migration has not yet run
