A MinIO endpoint with injectable latency on the EPYC class #33

The virtualised EPYC machines are unusable for timing and perfectly good as storage endpoints, which is what they are for here. Injected latency lets the same measurement be taken at several round trip times without needing several data centres.

Done when the endpoint runs, latency injection is calibrated, and the injected value is recorded in the result row.
