fix(supervise): persist accepted direct submissions

Summary

• prepare Runtime 0.194.0 for the profile-owned recursive authority change
• persist an accepted direct supervisor submission before acknowledging it
• restore the accepted result before re-entering a driver or external harness
• permit router-only static product tools while keeping external harness declarations fail-closed
